Harry B. Harris Jr., said the tougher approach also reflected the changing nature of the prison population, and his conviction that all of those now held here are dangerous men. \u00e2\u20ac\u0153They\u00e2\u20ac\u2122re all terrorists; they\u00e2\u20ac\u2122re all enemy combatants,\u00e2\u20ac\u009d Admiral Harris said in an interview.<\/p><\/blockquote>\n<p>Hmm.  I&#8217;ve heard that before . . . something about &#8220;<a href=\"http:\/\/www.villagemagazine.ie\/article.asp?sid=3&#038;sud=32&#038;aid=1430\">worst of the worst<\/a>&#8220;, yes?  But surely that lesson has been learned and it&#8217;s really true, this time.
