{"id":3741,"date":"2010-02-12T10:18:45","date_gmt":"2010-02-12T14:18:45","guid":{"rendered":"https:\/\/blacknell.net\/dynamic\/?p=3741"},"modified":"2010-02-12T10:19:19","modified_gmt":"2010-02-12T14:19:19","slug":"virginia-3-feet-to-pass-a-cyclist-law-up-for-floor-vote","status":"publish","type":"post","link":"https:\/\/blacknell.net\/dynamic\/2010\/02\/12\/virginia-3-feet-to-pass-a-cyclist-law-up-for-floor-vote\/","title":{"rendered":"Virginia&#8217;s 3 Feet to Pass Cyclists Law Up for Final Vote in House"},"content":{"rendered":"<p>The always helpful Virginia Bicycling Federation reports that the <a href=\"http:\/\/www.richmondsunlight.com\/bill\/2010\/hb1048\/\">proposed &#8220;3 feet to pass&#8221; bill<\/a>, which provides that cars must give cyclists at least three feet of clearance when passing them, <a href=\"http:\/\/www.vabike.org\/legislative-update-21110\/\">made it out of committee<\/a>.\u00c2\u00a0 Barely:<\/p>\n<blockquote><p>After being reported out of Sub Committee yesterday by a 5-2 vote,   HB1048, 3 foot passing &amp; following too close, was reported out of  the  full House Transportation  Committee this morning by a very tight  11-10  vote. Since the vote was electronically tallied and then taken  down  rather quickly, I\u00e2\u20ac\u2122m  not sure exactly who voted each way, but it   appeared that all the D\u00e2\u20ac\u2122s  voted for the bill, joined by two or three   R\u00e2\u20ac\u2122s (which I think included Oder &amp; Rust).<\/p>\n<p>As in Sub Committee, there was even more discussion of how difficult  it  would be with the additional foot to legally pass a bicycle without   going over the double center line on a two lane road. The strongest   anti-cycling sentiment was expressed by Del. Cosgrove of Chesapeake,   Del. Knight of Virginia Beach, who clearly voted against the bill,    along with Del.
