The mandate would include being able to intercept and unscramble encrypted messages.<\/p><\/blockquote>\n<p>Specifically:<\/p>\n<blockquote><p>[O]fficials are coalescing around several of the proposal\u00e2\u20ac\u2122s likely requirements:<\/p>\n<p>&#8211; Communications services that encrypt messages must have a way to unscramble them.<\/p>\n<p>&#8211; Foreign-based providers that do business inside the United States must install a domestic office capable of performing intercepts.<\/p>\n<p>&#8211; Developers of software that enables peer-to-peer communication must redesign their service to allow interception.<\/p><\/blockquote>\n<p>What could possibly go wrong, eh?<\/p>\n<blockquote><p><a href=\"http:\/\/www.cs.columbia.edu\/~smb\/\">Steven M.
