I think I would have gone for Mike Huckabee as the Mayor, a guy who gets upset at the use of bad language and then casually arranges for the murder of thousands. I loved the episodes which showed him full of aw-shucks enthusiasm, taking pictures with boy scouts, greeting constituents, and tut-tutting poor manners and crass language, only to see him repair to the back room to keep plotting his ascension into monstrous power.
